KEN STROSNIDER

Proven Management Skills with a Focus on Complex Water/Wastewater, Utilities, and Water Conveyance Systems

Ken’s career with ÃÛÌÒÉç. began in 1989 when he joined the company as a Field Engineer out of California State University, Fresno, where he earned a Bachelor of Science degree in Construction Management. Demonstrating a steadfast commitment to the company, Ken has not worked anywhere else, dedicating his entire professional life to ÃÛÌÒÉç. His extensive experience in water/wastewater, utilities, and water conveyance systems, coupled with his project management expertise, has been pivotal to the WML’s success. Now, as the President/CEO of ÃÛÌÒÉç., Ken is the driving force behind the company’s strategic direction, overseeing its growth and operations across all of California. His leadership is characterized by a profound understanding of the industry and a dedication to innovation and excellence. In his role, Ken ensures the efficient allocation of resources, fortifies client relationships, and spearheads the success of major projects statewide. Under his visionary guidance, ÃÛÌÒÉç. continues to grow as we prepare the next generation for continued success.

GRANT GOURLEY

Leadership with First Hand Experience in All Phases of Complex Environmental Water/Wastewater Projects

Since coming to W.M. Lyles Co. as an intern from Northern Arizona University with a Bachelor of Science Degree in Construction Management in 2003, Grant has been instrumental in the delivery of complex environmental water/wastewater projects. His experience includes all phases from pre-construction to closeout and includes projects utilizing both design-build and design-bid-build delivery methods. As Southern Division Manager, Grant applies his skills in project management, risk management, value engineering, CPM scheduling, and problem solving and experience with a wide range of delivery methods to provide experienced leadership to our Southern California team.

JOE LAWRENCE

A Career Focused on Water and Wastewater Preconstruction Services and Alternative Delivery

Joe began his career in the construction of public and private water and wastewater treatment facilities back in 2002. Since then, he has worked his way up through the ranks from Project Manager to Division Manager to his current role of Alternative Delivery  Manager and Vice President. Joe’s contributions to the advancement of Alternative Delivery projects continue to influence the direction of our company as we prepare for the future. As Alternative Delivery Manager, Joe draws from his expertise in project management, risk management, value engineering, estimating, and CPM scheduling to shepherd complex Design-Build projects from pre-construction to close-out. Joe is a graduate of California State University, Fresno with a Bachelor of Science Degree in Construction Management.

TONY MUELLER

Tony Mueller has built his career, and reputation on precision, preparation, and a deep commitment to doing things the right way. Since joining ÃÛÌÒÉç. as a college intern in 2003, Tony has grown into a trusted leader whose focus has always been on delivering high-performance water and wastewater infrastructure. With a detail-oriented mindset and a project-first approach, Tony brings structure and foresight to every job. His expertise spans project management, estimating, CPM scheduling, and collaborative delivery methods, and he is known for his ability to keep complex teams and scopes aligned from kickoff to completion. Tony’s success lies in how he prepares: he leads with a strong emphasis on organization and planning, ensuring that every phase of construction is executed with intention and accountability. Whether in traditional or collaborative delivery models, he drives clarity, communication, and performance across the board. As Vice President, Tony plays a key role in upholding WML’s standards of quality and stewardship. His career path is a reflection of what we value most, investing in people, growing leadership from within, and delivering infrastructure that stands the test of time.

MATT CAIN

A Career Anchored in Field Leadership and Operational Excellence

Matt Cain embodies the kind of leadership that grows from the ground up. Having spent his entire career with ÃÛÌÒÉç., Matt brings a deep, earned understanding of both the field and the front-end of a project. He began in operations, gaining firsthand knowledge of construction in action, before transitioning into estimating, where he steadily rose to become Vice President and Chief Estimator, leading all preconstruction services for the company. Today, Matt plays a critical role in WML’s continued success. He leads with a steady hand and sharp insight, guiding teams through the complexities of budgeting, constructability, risk management, value strategy, and pricing. His collaborative approach helps align owners, designers, and builders around clear scopes, dependable costs, and achievable schedules, setting the tone for a successful project from day one. Matt is an expert across all major delivery methods, including Progressive Design-Build (PDB), Design-Build (DB), and Design-Bid-Build (DBB). Regardless of the delivery model, he brings a disciplined mindset and a big-picture perspective to each opportunity, always prioritizing transparency, performance, and client trust.
